The noise is probably just how a cheap reman unit is going to sound. Nothing you can do about it. You did use ATF, not power steering fluid right?

Your power steering pump is plumbed into the ABS actuator. It supplies hydraulic pressure to operate the actuator. According to the FSM you have to use a "SST" (special service tool) to bleed the actuator. The SST will manually open and close the valves in the actuator in order to get the air out.

What kind of noise is it making? Hissing noise? That's a vacuum leak. Check all of your hoses over real good. Could be the booster itself.
