Well, if our drums are not self-adjusting, then they shouldn't be too hard to take off even with a lip on them. but usually I find that hammering on the face of the drum as hard as I can without hitting the studs helps to break things loose. Under extreme cold conditions you can get ice buildup. I hear it's best to park in gear rather than w/ e-brake in lower temps.
