Just checked the timing on my 4Runner. Weird thing. The idle was a little high (not much.. need to clean the butterfly think) and when I jumpered the diag box there was no drop in idle speed/retard in timing. I brought the idle down (butterfly close by hand) and then the jumper worked. I have never noticed this before with any of the numerous 22res I have had. Could the TPS be not functioning properly. PS. I have been trying to figur out why the engine performance is feeling somewhat sluggish. Anyone experience this?

Either throttle not closing fully or TPS mis-adjusted:

Hi Roger, thanks for the reply.
My question is that IF my idle is a little high, will the tps (or something else) cause the non-response of the timing jumper?
Background scenario: The throttle plate has been hanging up ever so slightly when it gets very cold and it was hanging when I first tried the jumper...no jumper response... Nudged the throttle plate down by hand and viola! the jumper worked.
So...is the slightly 'high idle/jumper no work' normal function? ie. does any sensor or tps pick up the fact that the idle is high and disable the ability to retard w/the diag jumper?

Yep, if the TPS IDL-E2 contact does not close, the ECU does not know the engine is at idle and the timing jumper does not work.
