You can do a half <img src="/forums/images/graemlins/butwiggle.gif" alt="" /> flow test with the tank in the jeep.
Find the pressure test port on the fuel rail. Pull the protective cap and use a tire valve tool to remove the valve. Get some of that cheep clear vinyl hose and put it on the now open test port. Put the clear plastic hose in a bucket or something you know the volume of. Go to the relay center under the hood and pull the fuel pump relay. Study the little graphic on the relay and figure out which terminals to hotwire. Hot wire the terminals and watch the flow. I don't know the exact flow rate but it should be about 1/4-1/2 gallon per minute. Without an exact spec the "ouput" of the "test" is subjective. Just make sure there is a decent amount.
